Any qualified voter may vote at any election by absentee ballot if he or she will be prevented from personally going to the polls and voting on election day because of:

(a) The conduct of his business or due to other necessary travel, or
-
(b) Illness or physical disability, or
-
(c) Service in the Armed forces or Merchant Marine of the United States, or
-
(d) Employment with the government of Guam, or
-
(e) Attendance at an institution of learning, or
-
(f) Employment in the service of the United States or any Federal agency, or
-
(g) Accompanying a spouse who is engaged in any activity listed (a-f), above
